the moderate muslims can not and will not control the extremists because the extremists are fundamentally doing exactly what Islam recommends.
Therefore although the moderates may not like the extremists behaviour they can not argue against them because to do so would be contrary to the clear teachings of Islam which is to kill the infidel.
