Pesonally, I don't want musk scent anywhere near TLG. I see it as a Euro resource for Euro benefit. And even with a gigafactory in Berlin I don't like the optics of TLG and TSLA doing deals. If EU want to help finance TLG then you'd expect them to extract the main benefit for EU owned and based industry.
