Your logic and due diligence and deductions I consider to be pretty good.
The initial question - 'Why is Syrah building an SG plant in the US?' I think can only lead us to the obvious - a connection with Tesla.
Currently other Li ion type battery manufacturers in the US are more in the boutique category ie specialists for relatively small scale requirements whereas the major companies of Samsung, LG, Panasonic are primarily Japan or South Korea and of these Panasonic have teamed up with Tesla to build batteries in the US at the Tesla plant. Where do they get there supplies from? Couple this supply need with the oft said comment from Elon Musk in that he wants to source all his material out of the US, I think it but a simple matter to join a dot or two and you have Syrah Louisiana's plant supplying the SG for the Tesla plant. I can't see the proposition at all where this Syrah manufactured SG in the US - 60kts pa of it - is sent on to China Japan or Sth Korea.
