Elon Musk's aim was to kickstart the EV industry, he has achieved this and by doing so allowed the rest of the industry players to completely overrun Tesla. Their need for cobalt is insatible and will not go away as LGI understands. If Elon Musk starts to limited the amount of cobalt to much he runs the risk of an explosive outage that would see the end of Tesla. Cobalt has to be present to allow high density capacity in batteries but under control, only cobalt has this ability.
