There are 100's of directives and they start with year 19.., not 2012 or 2015.
How about:
Brazil bio fuel energy policy
Japan, India, etc energy and pollution policies.
I know you think USA and Australia are the world, and watching channel 9 makes you think you know about the world. But it isn't so.
You wouldn't be able to register half the cars from Australian roads in Germany, France, Japan, etc 10 yrs ago, let alone now.
So no! As much as I like Elon Musk and his visionary projects, Tesla isn't driving EV and renewable energy revolution.
Far from it.
Elon and Tesla are just trying to capitalize on regulations EU compliance directives, China energy policy and so on, demand from energy producers and vehicle manufacturers.

But like I said, car manufacturers don't really have a choice in complying with directives and policies around the world.
So we would still need Lithium and PLS regardless of Tesla!
