    My understanding is the following (please correct me if I'm wrong).

    Stage 1 involves deployment of this single CETO unit. This unit will not be connected to piping or an onshore generator in the short term. A decision on whether to proceed to Stage 2 (final design, fabrication and construction of 5 MW project involving about 20 units) will be made based on data retrieved from the single unit, and they should be in a position to make this decision within one month of deployment.

    Let's hope that CWE has already negotiated supply contracts for these 20 units plus onshore infrastructure, and that these contracts can be trigged as soon as they're satisfied with design specifications from Stage 1.

    Even if they have negotiated supply contracts, I think that the planned 2011 commissioning is unrealistic based on current progress.
