Arup, a large multi-national 'all in one'engineering service would have there own inhouse Quantity Surveyor(QS) and business planner to prepare draft costings.

I am just suggesting that in lieu of the cash deposit by Tincom to SPV, a legally binding signed 'purchase order' direct from Tincom to start works is a common practice. Pass this by ECT lawyers - Arup start work....Done

If the deal is transparent then this is a no brainer.

Hey, i am not saying we dont want to see deposit, just saying things can be happening now and in the past few weeks non reliant on the deposit and just hope they are taking all steps to fast track further progress.

The deposit is a kicker..literally a massive market kicker!
