Great theory.
Only question is, if that was the case, ten days of trading halt would have been more than enough time for some sort of articulation of this arrangement to be prepared and announced to the market, even if it was an in-principle agreement.
Another thing, given the price-sensitive nature of such a pending arrangement, I strongly suspect MSB would be tripping up on continuous disclosure obligations if the stock was trading while this was being formulated in the background.
