Texas is a closed electricity grid (not attached to federal grid due to federal requirements for compliance and associated costs). What happens on Texas Grid starts in Texas. and stays in Texas.

Apparently federal requirements include treating wind turbines so that cold temperatures don't interfere with generation. This is done in all states which are connected to the federal grid. It seems that Texas didn't want the costs of treating wind turbines.

This is a problem with the Texas State Grid only.... nothing to do with any Green Deal at all.

Moreover the main problem with electricity production is the supply of gas to the gas-fired generators. But its the entire Grid that has shut down and wind/solar are only 10% of generation according the Texas Governor.
