Yep pre flight tests would be a good line of defence to bring in also a ART test on day of departure from hotel quarantine would have stopped this 3 day lockdown in Perth from happening.

Its crazy that the government knows catching covwid in hotel quarantine is a high probability but they use negative results from a pcr test on day 12 as good enough evidence to let people leave quarantine and then they still have to wait 2 more days in the hotel before being released without further testing.

Now we can see the failure in this process hopefully rapid testing on departure is brought in soon, they test the hotel staff everyday how hard can it be to do the guests in quarantine.
