Could it be that the company didn't receive approval, because it didn't go through the usual procedure of clinical trials ? Even though the product has been proven and is being used all over Europe and in Japan, the TGA has not the authority to pass it under the present code, because of this reason.
Surely this is a bureaucratic response and the company was as surprised as anyone.
