How many insider trading investigations have led to convictions, maybe 4 in the past few years, and none relating to market manipulation. Nothing is going to change anytime soon.

Pure market manipulation technquie, control the VMAP for a good few weeks, issue a discounted CR that looks reasonable to the VMAP,and bang after the placement the SP rockets to New highs.
