Most tailings dams are built progressively over time as the tails volume increases. In the tropics they just need enough freeboard to cope for typhoon events. Scheduling waste and clays to build the dams is just as important as ore mining. With all the issues of the mining contractor, I wouldn't be surprised if the dam wall build is behind schedule as well. As long as the clay core section is intact, the fix is hopefully not to burdensome. Taking the pressure off the dam by not adding tailings to it would be prudent.
If its the non dam wall section between the facility and the Pit, that's a different story altogether!
