We do not have all the info to pass judgment. The independent consultant( Wood Plc) recommended 24 months of additional tests.  My humble opinion is that since they were appointed by  the JV, both sides should follow its recommendation. It SEEMS one party does not wish to wait. It may have its reasons. BUT this Cobalt project will run for 20Y. An add 12 months to make sure the technology works is a small but i feel necessary  delay . Again I suspect BPL wished to go the lower cost /faster but much less income generating road via only producing concentrate...Time will tell.
