It depends on when you measure it and how you measure it. Australia had a good run with Covid early, but that was due to good luck more than good management. Aside from just locking everybody out and everybody in. Which was management, but was also in the most Draconian measure taken other than extreme, communist states. The precedent of that, we don’t really know what will happen in the future, but it’s a very dangerous precedent of that, we don’t really know what will happen in the future, but it’s a very dangerous precedent.
