Not realy, commencement of something is never the full outcome of it. So commencement is not production. It's like making dinner, it isn't really dinner until you have it on the plate and your eating it. Or like commencing a journey untill you leave your house and start the traveling you actualy haven't started. Like I posted semantics. But I hope that clears it up for you.
