On your rationale, someone holds a concealed weapon, and steps on board a plane. But because that weapon was not discovered it should not be treated as a weapon, or in the case of Iraq, as a WMD. Pity then 9-11 and the 4 hijacks that preceded that incredible event. Debono is right with his assessment.
