the way i look at it is that they have somehow chosen to really expedite the biofacility manu license over the initial r&d facility license. i'm not even sure you can do that, BUT, If you've been doing up your commodore and someone hands you a ferrari, what would you be doing? and this wouls be the biggest reason for delay.
