Legislation in the US has created the potential for 50 individual, state-based markets, fostering a fragmented industry with limited opportunity for consolidation in either wholesale, retail or manufacturing. Perhaps one motivation for this was to curtail the influence of (inter)national criminal activity?
This situation may change, but will require a major change in heart at Federal level. As Marek points out, you can't, for example, manufacture MC products in Washington and sell them in Californian MC dispensaries. This significantly limits Aus (and others) export capability (to basically zero!).
