If your comment relates to domestic than that is fine, but if they relate to the bulk of the airconditioning load of which is Commercial use, then this comment is not relevant.

Turn off a large scale air conditioning plant in the middle of summer and it can take more than an hour to get back up and running again, maybe 1.5 hours before set conditions are attained. Even on small systems this can be a problem.
I currently work on large scale systems and energy efficiency is paramount to improvement of operation. Generally speaking turning off a unit is not an option
