    KWKG Novelle (Grafik: BHKW-Infothek) The German Bundestag has dealt in the second and third reading by the Federal Government and introduced the revised draft law on amendments to the Combined Heat and Power Act. The bill was approved with the votes of the CDU-FDP coalition. The factions of the SPD and Left Party abstained. The Greens voted against the bill, because it offers too few incentives for the expansion of combined heat and power.

    The Greens called for a resolution including the raising of the CHP charges by 0.5 cents per kWh, and a bonus of 2 cents per kWh for micro-CHP with buffer memory and output load-guided operation. Already in the first reading, MEPs called for Rolf Hempelmann, Dirk Becker (SPD) and Oliver Krischer (Green) is a better incentive for electricity generation using heaters, known as nano-and micro-CHP . Representatives of the coalition, however, defended the proposal by the Government Pauschalisierungsmodell without financial incentives for nano-CHP .

    By the Bundestag adopted amendment to the Combined Heat and Power Act in the Bundesrat is not restricted acts. The Federal Council has given the capability to call the Mediation Committee. Since the requirements of the Federal Council, however, are largely incorporated in the draft adopted by the Bundestag, the War Weapons Control Act 2012, is expected to take effect in August this year after promulgation of the Federal Law Gazette.

    The innovations of the War Weapons Control Act adopted in 2012 in detail:

    Increase in cogeneration surcharges in all performance classes by 0.3 cents / kWh for the entry into force of the War Weapons Control Act 2012 new installations commissioned as well as a new asset class, from 50 to 250 kW of electrical power.     Heating networks with an inner diameter and 100 mm received a grant of 100 € per meter but not more than 40% of investment costs. Heating networks with an internal diameter greater than 100 mm received a grant in the amount of 30% of investment costs.
    The formation of separate balancing groups and the marketing of electricity generated in CHP plants will flow to a third party more clearly defined and regulated.
    Combined heat, cooling and power (CCHP) is explicitly taken into account by the law as well as cold storage and refrigeration systems are heat-treated nets and storage tanks.
    The regulation of fixed term was designed to apply only several related plants, which were taken within 12 months at a site in operation as an attachment. If the period is greater than 12 months it is not "an investment".
    The definition of the displacement of district heating from CHP was adapted in such a way that not only existing CHP plants can be replaced in a cogeneration district heating area, but extensions are possible. CHP district heating is also presented only if it derives at least 60% of CHP heat generators.
    For 2013, commissioned in cogeneration power plants with more than 2 megawatts of power, an additional increase of CHP surcharge of 0.3 cents / kWh to offset the inclusion of these facilities in the emissions trading provided.
    Conventional power plants from 2 MW to be retrofitted with CHP technology will, in analogy to the modernization of existing CHP cogeneration contract if the upgrade costs 50% (30,000 hours), 25% (15,000 hours) or 10% (10,000 hours) of new construction costs amount.
