Could an online petition from AVB shareholders on HC demanding a...

Could an online petition from AVB shareholders on HC demanding a follow up on this outstanding payment that is not being followed up on? Could such a petition give at least some ammunition for AVB to go to Vale and say they are facing a shareholder revolt? Could this at least provide the management with another option to take action on this? HAs the HC forum been used for anything like this before? This talk of Vale allowing AVB to burn their cash reserves isn't encouraging..
