Interestingly the DMR asked for a letter of support for the project from the city of Johannesburg, and received it only a few weeks ago. This was not an official part of the process. I believe this was to counter any (and there will be) very local opposition. DMR can now say they have local support even if there are some pockets of resistance (which there always is).
Maybe that minor delay to get that letter will be well worth it?
