The above link is to a page with reported comments made the Chief Justice of the Supreme Court of Western Australia in relation to "a better way" to dealing with young aboriginal offenders.

Juvenile offending here in the west most particularly Aboriginal young offenders is a growing social problem.

It stems from what could be best described as dysfunctional families leading dysfunctional lives in dysfunctional environments and through neglect allow their children to run amok with little supervision if any at all.

Anyway, an Order of Australia at the highest level would go to the first person who solves this problem.
