While I don't work in accounting, I work for a small business where we submit proposals for jobs. We have submitted about 30 this year and 80 or so last year. Now if we were to get even a few bigger ones we would 100% need more staff to cope. Currently it is only 3 of us, so theoretically we could need 5-10 but since the proposals have not yet been practically realized we haven't hired.
So I would say, yes they were hired for real work
