Would need to see the exact detail of what the ALP is proposing. However, simply based on what is being reported in the media today (i.e. 30% minimum tax rate on distributions from discretionary trusts to adults excluding certain types of trusts), the tax policy won't achieve its objective.
Pretty clear people will easily work out ways to circumvent its objective (maybe not entirely - but in the most part avoid it).
All these tax games exist because of the arbitrage which exists in a progressive income tax rate system.
