Simple.
Just enforce the law by force. All the touchy feely drop in centres, education, cultural programs, social workers etc etc, have been tried and failed for decades. When I lived in remote west, the Police ran the show. The kids went to school. I was one of the very few white kids there. Anyone that played up got locked up and I have read the Royal Commision into black deaths in custody. Sorry to disappoint but police don't kill.
