I am speculating too much, but the "Fund" needs to get some control of the developing countries with their antibiotic-resistant infections. Without it the fight will not get good enough results. The big pharma is perhaps not interested in these markets but they need PBT2 there. A special organization, perhaps a company for ATH together with the Fund, is needed. That company would need the Fund money to get started.
There are so many different interests with PBT2 and so there are many ways to speculate.
