My opinion is that the reason that the share price is low is that there is a high level of risk - and the market doesn't like risk at the moment...
I believe that any agreement with NMDC will significantly de-risk the company from any impending GFC 2 (obviously this depends significantly on the conditions of any agreement) - and so would expect a re-rating of the company based on that new information.
It may not be a 1-day 20%+ jump, but i would anticipate a significant rise (may take a couple of months).
All IMO of course!
