I just watched a uk crime police show.
    they have new powers.
If a car is on the road and is unregistered, and or uninsured, it can be confiscated for scrap on the spot.

Also any drivers that are unlicensed and caught driving, same thing happens.
Same should happen for DUI drivers

Some guy got caught while unlicensed, and was having hbis car confiscated , when a friend came and said it wa shis car, he bought it from his friend 2 hrs earlier.
The cops said, thats ok either you let him drive your car knowing he was unlicensed , and too bad, or he stole your car which carries further offences.
    The guy backed down.

About time we do similar things here in Australia, it protects all the rest of us on the road
