Resolution 9 stipulates that come post consolidation $0.125 will be the minimum issue price per share for shares issued to small holdings.
So yes .005c would be considered the absolute floor.
By the way there has been no further dilution.
The Appendix is merely a carry through of Resolutions 3 and 4 passed by votes at the EGM.
