    I was in Brisbane jewellers about 18 months ago. The salesperson indirectly told a customer who was returning to Europe after working in Australia (ie eligible for APT) that she could a) sign up for APT, b) make one payment and c) leave the country with no repercussions. I'm sure many other businesses are doing likewise.
