Well, it's a shell, so I'm not too phased about the chart because I'm holding out till they announce a project. Most shells do trade in a range because once their EV gets too big they tend to fall back; too low and demand tends to kick in. So regardless of the chart (and as you know) most halfway decent shells will trade between ~$1-5M EV, until they drop an Ann on the market.
If it's just a trade then ignore the above.
