I know there are free people in China, I do business with them. I suspect China has something similar to (and perhaps no more "high tech" than) the USA's "Black Passport" system:
Blue or Green for the common "grunts", subject to renewals Red for diplomats and government officials on government official business, also subject to renewals Black for the oligarchs, no birth information, no address, never expires.
