The www.ret.gov.au report does appear to use dated cost data:for flat plate PV 5-50MW systems are costed at $8.5-$11.2/W. In mid-2008 Solarbuzz reported PVmodule costs of $4.70/Wp, by November 2010 these had dropped to $3.50/Wp (PVinsights gives current module prices ex-factory of around $1.70/Wp).
In reality Western Australia is building in 2011 a 10MW PV flat plate collector at Geraldton for $5/W.
PV assumes 12.2 % efficiency (current efficiency of commercial cells for concentrating systems is >30% (eg. Spectrolab and Emcore), and >20% is available for flat plate non-concentrated systems (Sunpower).
The RET.gov.au report is way out-of-date with the rapid drop in renewables power prices, as shown by comparison to the PV prices on the market now and those quoted in the study.
