What makes you so sure this is not exactly what they are doing right now at what they are judging to be a more opportune moment!?
There is often a significant degree of tactical consideration in these things. Why go off half-cocked on broadcasting such an approach at the wrong time and in isolation of any other material developments, particularly if it was low-ball and informal and thus no requirement to disclose?? Much better perhaps to wait for a bit until you have your ducks in a row before using this as an opening move to gain attention before the release of significant substantive news.
