that parliament would not be needed, nor would elections;

BUT we have Democracy which means a compulsory vote to elect
Government with mandates to change the laws. That's called
"Progressive" not necessarily RW or LW but historically somewhere
in between.

The Holy Roman Empire lasted for centuries (the Dark Ages)
run on the Conservative Judeo-Christina principles where
the Pope and his Bishops were the arbiters of political values
and the Church body was Judge & Jury. Muslims under Sharia
Law operate in a similar way today and we are not great fans
of that.....eh?

So in summary, Conservatives dont want change and as a result
are anti-democratic because no change implies a no need for
elected representatives to change the law ....therefore no Parliament;
just a bureaucratic regime to administer.

If on the other hand we want laws to be improved on an ongoing
basis such as we have now, then that's Progressive; not Conservative
