I take your point. Maybe I should say no "Viable" Alternatives are known for the Volume of PASS produced. Landfill has taken small amounts of PASS in the past but managing toxicity with large amounts of PASS is a different story and costly. Melb Landfill is already facing looming capacity problems, a shortfall of about One Million Tons pa & growing, without taking PASS ..... so it's not "whether they want to take the PASS" but "can they take and manage the PASS"?
There is already a precedence in Cairns where a Development (which included a Casino on the foreshores) has been closed down because they did not have any where to put their PASS. The issue wasn't that Cairns has No Landfill sites.
FB Developers will face the same challenge from about Feb/Mar 2016, but are yet to realise it. Allowing PASS to become ASS, as is the danger with landfill sites, won't be an "viable" alternative IMO.
I think your right about institutional investors not buy in, as with many retail investors, as there are things yet to be played out, but they "will" probably want a piece of the action once NAGs takes it's first load of PASS and they may be able to buy in then too - at say 40-50c/share. You know what they say, it's hard to catch that NAG once it has bolted.
