According to what was written in the Australian weekend Inquirer, lengthy article 'Toll Barons', MIG Transurban and the like exist more on govt. subsidy IBTOS (Infrastructure Borrowing Tax Offset Scheme
[got to love that name!]) than anything real like income at this stage.

Driven by wish of state govts. to get debt off their books, such projects as these projects come about.

I've been in the MIG cheer squad I admit but I also admit I have been ignorant or only half aware of some stuff. Not sure where these things go when the IBTOS is 'phased out in the next few years'.
