The main reason that asylum seekers is still a problem is that Howard did nothing sustainable about it. John decided he was quite happy to witness and withstand a bit of lip sewing etc, just enough to keep other disadvantaged human beings quiet and out of the way until his time in office had finished.
He knew it wasn't sustainable. He just didn't care.
