They have to wait a bit for it to go down before adding more else they take on too much risk at the same price level. Growing shorts and price heading down is not a good combo. The price broke $1 today so you can assume they would be a lot more confident adding more the lower it goes.
Like someone going long and adding more while they're already in profit. The shorts often do the same as the price is heading down.
