Virginia Bell's personal politics are all over her report on Scott Morrison's elevation to various and multiple ministries.
Bell's affiliation has long been on the Left side of politics.
Bell was a solicitor at the Redfern Legal Centre from 1978 to 1984. From 1998-1999 Bell served as a part-time Commissioner of the Law Reform Commission of New South Wales. Bell is also a former host of the ABC Radio National program Late Night Live. On Bell's appointment to the High Court in 2009, Australian Law Reform Commission president David Weisbrot opined that Bell will be a "progressive" jurist in the tradition of Michael Kirby.
The perfect CV for any person of left-leaning politics.

In my view, Bell is emphatically not an impartial observer.
Whatever Virginia Bell says about Scott Morrison must be understood in terms of her personal political bent.
And as for the timing here, the report released on the eve of the state election in Victoria, that itself seems intended to damage the Liberal Party there and to assist Labor.
