Bernanke has been an advocate of this since 1995 I have all his papers from this period , in a 1999 paper he advocated the Fed buy real asset, securities, goods and serives to limit the damage a financial shock would inflict and to avert a deflationary collapse
This surfacing now smacks of them implementing this kind of program
