It depends on where you're talking about, the APS is not the same as the states and territories. And parts of the APS vary widely.
So I disagree.
Also I've seen astonishing bureaucracies in organisations like BHP, AMP, CBA etc. which lead to amazingly poor decision making.
And that's putting it politely.
Someone I know was hell bent against the privatisation of the State Electricity Commission, until he realised what it has done to our costs, and inefficiencies etc.
I am all for accountability but I don't think privatisation is the solution. Ever since the CBA went public the government is unable to set a benchmark for standards in banking. ASIC is a toothless tiger IMO. Ditto APRA.
