    So who is to blame for this SGR and even previous Crown saga?

    "Leaders in the two states where Star runs casinos are now talking about contingency plans for workers, although the company's issues are so publicly toxic that talk of help is carefully worded."

    Share holders?
    The previous board/management//leaders that oversaw the money laundry operations?
    The Casino Regulator?
    The State Government?

    The reason why the issues are so public (i.e. politically) toxic is because IMO the people to blame for the saga are not the shareholders or most of the employees who are coping all the pain and stress/anxiety.

    The main people to blame are IMO in this order - First and foremost the Regulator who failed at their job for some 10 years. The respective governments for passing legislation/law and fines/punishment structures that don't allocate accountability appropriately, hence why you have money laundering issues. I think there needs to be a wholesale revamp of the respective legislations to punish the people who actually allow and encourage it to happen.

    The people who have mostly benefited from the money laundering have not been the shareholders. It is the Government in terms of revenue from taxes and fines, the regulators who have been paid, probably quite well, to oversee and enforce the regulations, and lastly the previous board/management team/s with their high income/wages and bonuses. They are the ones who should be fined/punished for the money laundering saga. It is they who were responsible, they who committed or allowed the breaches to take place, and it is they who failed! The law/regulation only work or work best when there is appropriate accountability!

    The people who have or are being screwed are the shareholders and the lower level employees who make up most of the est. 9,000 workforce.
