OK, no fault accident I assume relates to a MV. Your friend has the added complication of green slip insurance. I now read your post as Centrelink proposing that the insurer (MV or income) should be your friends first port of call. If in the time it takes to resolve the insurance he becomes broke to come back and see them and they will provide support.
