There is a big difference between flying into Australia and overstaying your visa, and arriving by boat, because at the point of entry via an airport we identify the person entering and they pass visa checks.
Anyone arriving by boat are not identified and therefore we don't know what is coming into the country, if you have no valid ID I think you would need be carrying out some type of illegal activity to support yourself.
