Obviously there is a risk that approval won't come, but I've done some digging and if you look at where this has come up in the news in the past, whenever there has been an objection to the explotation of PEP-11 - such as complaints about seismic testing - the government reply and talking points have been "gas, gas, gas". In other words, the feds are behind it.
