Agree to disagree on that one, i see a lot of applications sitting for a long time in Info response, well exceeding where the second application is current up to. I'm sure DB can manage that with NOPTA through some intelligent time-wasting.
But your second point, why on earth would they sit on it?
For the strategy of the insurance policy, it kinda defeats the purpose to let them proceed and be decided contemporaneously.
