That is a possibility but I have more confidence in my review of it.
Always outlined as an insurance policy, so I look at it from the viewpoint of an insurance policy and it would be reckless to let NOPTA provide their recommendations while the first application is on foot. Seems more probable that they can't answer the question posed from COVID relief
